The Carlisle Masterplan is an ambitious plan that will help to shape the future of the city over the next 25 years and beyond.
From earlier phases of consultation with the community and stakeholders, the Masterplan sets out a vision and a strategy for Carlisle that considers economic, social and environmental aspects of the city. It proposes a wide range of potential projects of varying scale and complexity, which will help to deliver the vision over the lifespan of the plan.
The masterplan addresses two levels of scale:
- the wider city: strategic growth areas and connections
- the city centre: regeneration and placemaking
We will take a leading role in delivering the Masterplan working with partners, key stakeholders, the wider community and businesses to help shape a positive future for Carlisle.
Carlisle has benefited from an ongoing process of regeneration with recent investments of over £300m, bringing significant enhancements to the City.
All of the proposals in the masterplan will require further detailed feasibility assessment and design prior to being confirmed and delivered.
How to get involved and have your say on the draft Masterplan
If you are a resident, business or a stakeholder you can get involved and tell us what you think of the proposed Masterplan.
You will be able to read the relevant parts of the draft Masterplan as you go through the online survey.
Drop in sessions
You can attend one our our drop in sessions at the Assembly Room, Old Town Hall, Carlisle on:
- Wednesday 15 July 3pm to 7pm
- Monday 20 July 10am to 1pm
- Wednesday 22 July 2pm to 6pm
The consultation runs from 29 June to 31 July 2026.
