Road conditions

We use road condition surveys to assess the state of our roads. The results are grouped into three categories:

1. Green - meaning the road is in good condition and no further investigation or treatment is required.
2. Amber - meaning the road may need maintenance soon.
3. Red - meaning the road is in poor condition and should be considered for maintenance.

No road condition data is available for the year ending March 2023.

This is because, on 1 April 2023 the former county of Cumbria was replaced by two new councils:

• Cumberland Council
• Westmorland and Furness Council

Using survey data to plan maintenance

Survey data plays a key role in managing and maintaining our highway network.

We use several types of surveys to monitor the network:

• SCANNER surveys assess road condition and help plan maintenance and future investment
• SCRIM surveys measure skid resistance and support maintenance planning and accident investigations
• Gaist surveys provide footway condition data and video imagery to support scheme development and asset management

We also use Road AI survey system to support safety inspections, asset identification, condition monitoring, and performance reporting.

It also helps the council meet PAS2161 requirements for highway condition monitoring.

For the condition of U roads, only roads in Grade 5 condition were included in the figures reported to the Department for Transport (DfT)
