Cumberland Council has today agreed to support the Energy Company Obligation 4 (ECO4) scheme, a government initiative aimed at reducing carbon emissions and addressing fuel poverty. The scheme mandates energy suppliers to install energy-saving measures in low-income and vulnerable households.
Under the ECO4 scheme, energy suppliers can allocate up to 50% of their affordable warmth funding to installing energy-efficient measures in households identified as eligible by local authorities (LAs). Cumberland Council's participation in the scheme involves the publication of a 'Statement of Intent,' outlining the criteria for identifying vulnerable households within the region.
The decision to support the ECO4 scheme was reached today, where councillors endorsed the recommendations. These recommendations include approving and adopting the ECO Statement of Intent, delegating authority to relevant departments for adjustments if needed, and implementing an administration fee of £100 for ECO4 installers per assessed address.
The ECO4 scheme builds upon previous versions, allowing local authorities greater flexibility in targeting households most in need. Cumberland Council's involvement marks a significant step towards leveraging government funding to improve energy efficiency in both owner-occupied and privately rented properties.
In addition to benefiting residents, the scheme aims to foster partnerships with energy suppliers and installation companies, facilitating the delivery of energy-saving measures to Cumberland households. The administration fee imposed on ECO4 installers will contribute to covering operational expenses and promoting the scheme across the region.
With the council's endorsement secured, Cumberland Council is poised to advance the ECO4 Flex scheme, ensuring that more households can access funded energy efficiency improvements.
