Planning approved for major enhancements at Carlisle Station – George Square

Cumberland Council’s planning committee has approved plans for Carlisle Station, including key public realm improvements and the creation of a pedestrianised square, George Square, as part of the ‘Carlisle Southern Gateway’ project at Carlisle Station. 

The plans complement a related development on the northern side of the station, which was approved in February 2025.

The first phase will create George Square, a new public space with a pedestrian crossing over Water Street, linking the station to the Turkish Baths and James Street. The area will become a more pedestrian-friendly hub with landscaping and surface car parking on the former Pools and Staples sites. Phase two will involve demolishing the remaining Station Retail Park to expand parking capacity.

The architectural design will incorporate Carlisle’s historic style, using brick, sandstone, and stone setts, with textured paving and modular concrete furniture. The space will feature ornamental and native planting, promoting biodiversity while enhancing the visual appeal of the car park.

The £27 million Carlisle Station Gateway project, supported by £20 million from the Borderlands Inclusive Growth Deal, aims to make the station more accessible and welcoming. Works are due to begin in autumn 2025 after improvements to nearby roadways are completed.

Leader of Cumberland Council and Borderlands Partnership Board member, Cllr Mark Fryer; commented, 

“The project is part of the Borderlands Inclusive Growth Deal, which is investing in regeneration schemes in Carlisle and across the wider Borderlands region. It is part of wider plans to improve Carlisle Station, including upgrades to Court Square, the station’s interior, and nearby streets.

“These improvements will make Carlisle Station easier to navigate, attract more visitors to the city, and support local businesses. Our investment of over £100 million in the Carlisle area demonstrates our long-term commitment to its future. 

“We appreciate the patience of businesses, residents, and visitors as this work progresses."
