Cumberland Council is inviting public feedback on proposed changes to the Traffic Regulation Order (TRO).

The changes concern speed limits on the new Carlisle Southern Link Road (CSLR) and connecting routes.

As part of the ongoing development of the CSLR, the council is reviewing speed limits to promote safe and efficient travel across the new route. The proposed changes are outlined below, and detailed plans can be viewed at:  https://bit.ly/CSLR-TRO

Key proposals include:

  • National Speed Limit along the full CSLR route
  • Adjustments to 30mph and 40mph speed limits at key locations including:
    • Newby West Roundabout
    • Cummersdale Roundabout
    • Durdar Roundabout
    • Redcat Roundabout
    • Brisco Roundabout

Residents, stakeholders, and road users are encouraged to provide their views, whether in support of or opposition to the proposals by Wednesday 9 July 2025.

Feedback can be submitted by completing a short online survey or by emailing TROresponses@cumberland.gov.uk quoting “CSLR Speed Limits Review” in the subject line.

This announcement marks the beginning of an initial public engagement period ahead of a formal statutory consultation, which will be advertised in due course.

Cumberland Councillor Denise Rollo, Executive Member for Sustainable, Resilient and Connected Places, said:

“Whether you drive the route daily or just care about safety in your community, your voice matters. This is more than just setting speed limits, it’s about shaping how people live, travel, and connect across our region.

“It only takes a couple of minutes to take part, but it could influence these roads for decades to come.”
