Cumberland Council early design ideas for potential Active Travel improvements on The Crescent and Warwick Road

Cumberland Council is beginning early exploratory work to understand whether future Active Travel improvements could be developed for The Crescent and Warwick Road in Carlisle. 

While no construction or delivery timetable is in place, the council is carrying out initial assessments and preparing preliminary design concepts to help start a conversation with residents, businesses, and road users.

This work forms part of the council’s wider ambition to consider where future Active Travel schemes may be appropriate across the area. One potential location is the key corridor linking The Crescent and Warwick Road, an important route for people living, working, and travelling into the city centre. At this first stage, the council wants to understand how people currently use the area, what challenges exist, and what improvements would help make walking, wheeling, cycling, and moving around the city easier and safer.

Any future scheme would aim to create more accessible, people‑friendly streets by improving crossings, clarifying routes, and enhancing public space. These types of improvements can help residents and visitors move confidently between key destinations, support healthier lifestyles, and provide better access to employment, education, healthcare, and cultural venues. By encouraging more inclusive and sustainable travel choices, Active Travel upgrades also have the potential to strengthen the city centre, increase footfall, and support economic activity.

Cumberland Councillor Denise Rollo, Executive Member for Sustainable, Resilient and Connected Places, said:

“Exploring possible improvements on The Crescent and Warwick Road is about understanding what local people need from their city centre. Nothing is in a construction timetable; this is simply the very first step.

“We want to listen to residents, businesses, and all road users to make sure any future designs truly reflect the community’s priorities. Their insight is essential in shaping places that are safer, greener, and better connected.”

To gather views at this early stage, the project team will be speaking directly with local businesses and hosting a public drop‑in session where people can view initial design ideas and share their thoughts.
