Cumberland Council is inviting landlords, letting agents, and housing professionals to attend two important events in March 2026 to learn about significant changes coming to the private rental sector under the Renters’ Rights Act.
The reforms, which begin rolling out from December 2025, will give local authorities enhanced investigatory powers and introduce tougher legislative penalties for repeat offenders.
From 1st May 2026, further landmark changes will take effect, including:
- Ending Section 21 no-fault evictions
- Replacing fixed-term tenancies with periodic tenancies
- Limiting rent increases to once per year
- Banning rental bidding – landlords cannot accept offers above the advertised price
- Restricting rent in advance to one month
- Giving tenants the right to request pets
- Making it illegal to refuse tenants with children or benefits (affordability checks still allowed)
From 2027, a landlord database and property portal will be introduced, with further measures such as a Landlord Ombudsman and Decent Homes Standard expected in future years.

Representatives from the DWP, Enforcement Team, Valuation Office, Trading Standards, Organised Crime Unit, and the Sustainable Warmth team will all be in attendance at the events.
