Cumberland Council will be commencing a series of essential highway improvement works in Carlisle from Monday 9 February 2026, aimed at enhancing safety, accessibility, and the overall efficiency of the local road network.
Kingstown Road / Windsor Way – Traffic Signal and Pedestrian Safety Upgrade
Civil engineering works will begin at the junction of Kingstown Road and Windsor Way to replace ageing traffic signals and install a new signalised pedestrian crossing. These upgrades form part of the council’s ongoing commitment to maintaining and improving key routes across the area.
Subject to weather and site conditions, the works are expected to take approximately three weeks. Temporary traffic signals will operate throughout, with working hours between 9.00am and 5.00pm, Monday to Friday, to ensure the safety of the public and the workforce.
Please note: the temporary traffic lights will be managed daily by an on-site operative.
Access arrangements during the works:
- No on-street parking will be permitted within the working area during operational hours (9.00am–5.00pm, Monday to Friday).
- Resident and business access will be maintained where possible, with on-site marshals available to provide assistance.
- Emergency services, pedestrians, and dismounted cyclists will have access at all times.
English Street Overnight Road Closures – Carlisle Southern Gateway Project
As part of the Carlisle Southern Gateway project, overnight resurfacing works will take place on English Street, also beginning Monday 9 February 2026 and lasting one week.
To minimise daytime disruption, these works will be carried out between 7.00pm and 6.00am, during which time evening road closures will be in place.
