Cumberland Council will be delivering major improvements to High Lowca Road as part of the Lowca NCN Route 72 Active Travel Scheme.
The scheme includes road network repairs, installation of a new raised table for pedestrian and cyclist safety, street lighting upgrades, cycle route improvements, and reinstated and enhanced road markings.
Works will begin on Monday 16 February 2026 and are expected to take approximately seven weeks, subject to weather and site conditions.
The first two weeks will require a full road closure, followed by phased works using temporary traffic lights. The phases are as follows:
- Phase 1 Road Closure – North of East Road junction to Seabreeze House (16–19 February)
- Phase 2 Road Closure – South of East Road junction to Foundry Road (20–28 February)
Phase 3 Temporary Traffic Lights – Foundry Road, Stamford Hill Ave, East Road (five weeks, includes raised table installation)
Access for residents in Phases 1 and 2 will be limited but maintained where safe. Other residents can access properties via Lowca Back Road or Foundry Road depending on phase. East Road remains open throughout.
School bus services will continue as normal, ensuring pupils can travel as usual. Please note that the general bus service will be operating on a reduced timetable throughout the works.
Our traffic marshals will be on hand to help residents access their homes safely whenever it’s possible to do so.
Work will take place between 7.30am to 6.00pm.
