Cumberland Council will be delivering major improvements to High Lowca Road as part of the Lowca NCN Route 72 Active Travel Scheme, investing in carriageway resurfacing and widening the footpath to create a brand‑new designated cycle and footway.
This significant investment demonstrates the council’s commitment to improving safety, health and wellbeing for local residents by providing a safer, more accessible route for walking and cycling in and out of the community.
Works will begin on Monday 16 February 2026 and are expected to last up to five weeks, subject to weather and site conditions.
To safely carry out the improvements, a full road closure on High Lowca Road will be in place from Monday 16 February to Friday 27 February 2026. After this period, the remaining works will be managed using temporary traffic lights.
Access for residents will be limited during working hours (7am–7pm), though traffic marshals will be on hand to assist residents in reaching their properties when possible. Access for emergency services, pedestrians and cyclists will be maintained at all times, with marshals escorting those travelling on foot or by bike through the works area.
Residents invited to drop‑in information event
Cumberland Council is encouraging residents to attend a drop‑in event to learn more about the scheme, ask questions, and speak directly with members of the project and highways teams.
Date: Monday 9 February
Time: 5pm – 7pm
Venue: Lowca Village Hall, 2 Stamford Hill Avenue, Lowca, Whitehaven, CA28 6PT
This informal session is designed to give residents a clear understanding of what the works will involve and how the improvements will benefit the local area. Council officers will be available throughout the event to discuss timelines, access arrangements and the long‑term vision for active travel enhancements along NCN Route 72.
Residents with questions who cannot attend the drop‑in event can contact the Highways Hotline on 0300 373 3736, quoting “Lowca NCN Route 72 Improvements.”
Cumberland Council appreciates the community’s patience during the improvement works and is committed to keeping disruption to a minimum.
