Plans to deliver major public realm improvements and a new 239‑space car park as part of the Carlisle Station Gateway Project have been approved by Cumberland Council’s planning committee.
The decision, made at a meeting held on Wednesday 15 April, marks another significant milestone for the £40.5 million regeneration project, which aims to transform the area around Carlisle railway station and create a more welcoming, accessible and attractive environment for residents, commuters and visitors.
The approved plans include the redevelopment of the Station Road Business Park site, to create a modern car park that will serve as the main parking facility for Carlisle Citadel Station. The site, which previously contained a number of now‑demolished buildings including the former Pools building and a retail unit, will be brought back into productive use as part of the wider regeneration of the area.
The Carlisle Station Gateway Project is supported by £27 million from the Borderlands Inclusive Growth Deal, funded by the UK and Scottish Governments. In December, further funding of £13.5 million was allocated by the Department for Transport to Network Rail as a capped contribution to the partnership project with Cumberland Council.
The new car park will provide 239 spaces, including Blue Badge bays, electric vehicle charging spaces and enlarged bays. Landscaping and tree planting will be incorporated to soften the appearance of the site, alongside pedestrian crossings to ensure safe and convenient access between the station, the surrounding public realm and the wider city centre.
The site is located immediately south of Citadel Station and Carlisle city centre, bordered by Water Street, James Street and the Victoria Viaduct. As part of the approved scheme, provision is also included for motorcycle parking, cycle connectivity and essential infrastructure such as a new substation, all carefully designed to sit within the conservation area and wider setting.

The Carlisle Station Gateway Project continues to be delivered in partnership between Cumberland Council and Network Rail, with further updates expected as construction phases progress.
