Carlisle City Centre Conservation Area was designated in 1986, in recognition of being 'an area of special architectural or historic interest'. Conservation Area designation is a way to protect the individual buildings, the open spaces and landscape features of these areas and is used by the council when it assesses planning applications. New development is expected to fit with the character of the Conservation Area.
We are reviewing the existing Conservation Area and producing a Conservation Area Appraisal and Management Plan (CAAMP). A draft CAAMP has been prepared by consultants Cultura Trust (Formerly the North of England Civic Trust) and Donald Insall Associates.
The draft City Centre Conservation Area Appraisal and Management Plan underwent a period of public consultation from 10 September to 20 October 2025. Consultation responses are now being considered and a revised document will be prepared.
