Local land charges search: Carlisle

Local land charges are for searching for a property or a piece of land.

A local land charges search is usually requested by a solicitor during the conveyancing process. It helps potential buyers understand any legal restrictions or obligations that apply to a property or piece of land. These obligations are enforceable against future owners.

Changes to the local land charges register

Since 21st April 2020 Carlisle City Council no longer provides a local land charges service. The local land charges register has been transferred to HM Land Registry.

You can access the new digital service through:

  • your HM Land Registry portal account
  • the Business Gateway
  • GOV.UK

Carlisle City Council still provide replies to CON29 enquiries.

CON29 enquiries

The Con29 (Standard Enquiries of the Local Authority) search provides information about:

  • planning
  • building regulations
  • highways
  • environmental services

CON29 includes both required and optional parts.

Submitting a CON29 search

You can submit a CON29 search using one of the following methods:

  • email: [email protected]
  • DX: 63037 Carlisle
  • post - Land Charges, Governance Directorate, Civic Centre, Carlisle CA3 8QG
  • via third party providers

To submit a standard CON29 search, you need to include:

  • a completed CON29 form
  • copy of a location plan with the property or land clearly outlined in red (up to date and at a scale of 1:2500)
  • the correct fee, payable to ‘Carlisle City Council’

Personal searches

A personal search is a free inspection of the local land charges register. Anyone can carry out a personal search.

The person conducting the search is responsible for identifying the land or property and making notes from the register.
