Millom Town Deal has secured £20.6 million in Government funding, alongside £8.7 million in match funding from Sellafield Ltd, Copeland Community Fund, Nuclear Decommissioning Authority (NDA), South Copeland GDF Community Partnership, CGP Books, Millom School and Millom Town Council.
The programme is delivering four transformational projects that will help shape the future of Millom and Haverigg.
These projects aim to:
- improve community well-being
- celebrate and protect local heritage
- improve connectivity and access
- make the most of the area's natural environment
Our vision for Millom
The Town Investment Plan sets out the long-term vision and strategic approach for the area. It focuses on:
- community wellbeing through improved facilities and services
- protecting and celebrating Millom's heritage
- improving transport links and connections within the area
- supporting sustainability and environmental stewardship

Projects
Millom Town Deal is delivering four major projects.
Iron Line
Iron Line is a regeneration project that will celebrate the natural beauty and heritage Millom and Haverigg through a fully accessible visitor destination. The project aims to improve health and wellbeing, increase community pride, attract visitors and support the local economy.
Reactivating Heritage Buildings
This project will bring derelict, vacant, and underused heritage buildings back into active use, helping to improve the appearance of the town and strengthen Millom's identity as a place to live, work and visit.
Activating Community Health
This project will help people improve their health and wellbeing while encouraging more visitors to spend time in MIllom, supporting local businesses and increasing town centre activity.
Connecting Millom and Haverigg
This project will improve transport links between Millom and Haverigg, encourage active travel and create spaces that bring communities together while supporting residents, businesses and visitors.

Chair of Millom Town Deal Board - David Savage
David lived in Millom for more than 50 years before moving a stone’s throw to nearby village, The Green.
Having retired from Sellafield Ltd after 37 years’ service in key leadership roles within Human Resources and Commercial Management, David has since invested his time into local community issues and more broadly Cumbrian organisations which support vulnerable people within our communities.
He is currently the Vice-Chair of Millom Without Parish Council and Chair of Ghyll Scaur Quarry Community Fund. He holds a Board position as a Lay Advisor on the Cumbria Safeguarding Adults Board (CSAB).
Michelle Scrogham (Member of Parliament)
Michelle Scrogham is the Labour MP for Barrow and Furness. She has been an MP continually since 4 July 2024.
Marion Giles (Community representative)
Marion is retired, having worked for the nuclear industry for more than 25 years. She is a fully qualified gym instructor, a member of National Amateur Body-Builders’ Association and a Chairperson of Millom Recreation Centre.
Marion was awarded Cumbria’s High Sheriff’s award in 2014 for her voluntary work in the Community and surrounding areas. She was also awarded Copeland’s Sporting Long Service Award and is part of Copeland’s Sporting Hall of Fame.
In 2015 Marion was named in the Queen’s Birthday’s Honours List and was presented with a British Empire Medal (BEM) by the Lord Lieutenant of Cumbria for her voluntary work within the Community, especially Millom Recreation Centre.
Marion was a founder member of Millom’s Summer Play Scheme and has also been involved in 1st Millom’s Scouts and Cubs and Millom Rugby League’s Mini Rugby Committee.
David Glover (Community representative)
David is an Executive Senior Leader working for Cumbria Health Ltd, with over 23 years’ NHS experience across both Acute and Primary Care NHS. David is also the Executive lead for Primary Care at Cumbria Health and overseas Waterloo House GP practice in Millom.
David is accountable for operational delivery at Cumbria Health leading both day to day operations and delivers complex projects, as well as providing business expertise in terms of procurement, changes to business functions, identifying growth opportunities, workforce and digital innovation.
David has experience at Board level and was also the chair of his local cricket club in Cleator for over 5 years. He has continued his professional development completing a Masters in Senior Leadership, a post graduate Certificate in health and social care leadership.
David has strong local connections to West Cumbria and is looking forward to working collaboratively as a member of the town deal board, with a view of making sure healthcare provision is more accessible, and that we are supporting people to live healthier lives.
Paul Skelton (Private sector representative)
Paul is a Programme Director for Nuclear Waste Services where he has responsibility for leading a series of change projects working with organisations across the UK on how we deal with radioactive wastes arising from operation and decommissioning of nuclear facilities.
Born in Manchester, he moved to West Cumbria in 2002 to start a career in the civil nuclear industry. He spent 13 years working at Sellafield in a range of operational, technical and strategy roles before joining NWS in 2015 where he has held a number of Senior Organisational positions.
Paul has a range of experience at Board level and since 2021 has been a Trustee with Hospice at Home West Cumbria, in 2023 he accepted the role of Vice Chair of the Organisation and is currently supporting them in developing their next organisational strategy.
Nick Lancaster (Private sector representative)
Since 2001 Nick has lived in the Duddon Valley. He was Managing Director of Langdale Leisure, situated at the heart of the Langdale Valley one of the largest single-site hospitality businesses in the Lake District UNESCO World Heritage Site.
During this time, he developed a strong business that was conscious of its impact on, and responsibilities, to the local community, environment, and landscape.
After leaving Langdale in 2021, Nick and his partner Jackie established a tourism and hospitality consultancy and have worked with a portfolio of local companies and organisations with a diverse range of projects across Cumbria. Nick currently sits on the Cumbria Tourism Board.
Simon Bremer (Private sector representative)
Simon is a Business Leader with 36 years’ experience across the Sellafield Site with extensive experience in nuclear operations, programme management, project delivery and functional support. He currently leads a team (circa 300 people) managing all the Special Nuclear Materials at Sellafield, with an operating/project budget of circa £100M per annum. He has responsibility for safe and secure nuclear operations as well as being the Senior Person Accountable (SPA) for an array of project and programme work in support of our mission. He has delegated Sanctioning Authority for individual projects up to £15M, and his team is currently leading a significant business transformation to enable operations of a new £1.5Bn facility.
Previously, he has successfully deployed significant business change activities in various roles across the site, and has broad experience in providing assurance, oversight and regulator/ stakeholder engagement activities across both operational and project environments. In addition to this, he is a chartered chemist, a member of the Nuclear Institute and Association of Project Management, with coaching and mentoring experience across all three disciplines.
He is a lifelong Millom resident, with a family history dating back to the early days of mining in the area. He enjoys all local sports and leisure activities, and for many years has worked in support of Haverigg Cricket Club in the role of Secretary.
Councillor Simone Faulkner (Town Council representative)
Simone has worked in education for 41 years including as Head of Art at Millom School for 16 years and as a French teacher at primary schools in the local area. She has been a Millom Town Councillor since 2019, becoming Deputy Mayor in 2022 and Mayor in 2023.
Simone was born in Shropshire and raised in the Somme, France. She has lived in Haverigg for 20 years and is a passionate supporter of the local community, working with residents on local issues including protection of the environment alongside Dynamic Dunescapes, checking Haverigg Playground equipment, monitoring flower beds along the sea walls and carrying out litter picks.
Simone holds a range of roles including as a trustee of the Beggars Theatre and as a governor of Millom School. She is also a member of Millom History and Civic Society, Haverigg Residents’ Association and the Patient Participation Group at Waterloo House Surgery.
Jane Scattergood (Health representative)
Jane is the Director of Health and Care Integration (Place Director) for South Cumbria within the NHS Lancashire & South Cumbria ICB.
She was awarded the title Queens Nurse in 2019 and is an Honorary Member of the Faculty of Public Health.
Jane brings expertise in public health interventions for the population, particularly in the fields of maternity, early years, population screening programmes, and vaccine preventable disease.
Jane is Chair of ICON, a national charity – a public health programme to drive down the incidence of abusive head trauma in infancy.
Jane chairs Cumbria Constabulary’s Community Scrutiny (Ethics and Integrity) Committee and is a standing member of the NICE Quality Standards Advisory Committee.
Councillor Bob Kelly (Member representative)
Bob is a retired university lecturer, having been Head of Politics and International Studies at the Open University, with previous teaching experience at secondary, further and adult education levels.
He studied for his degree and teaching diploma at Swansea University and also holds a doctorate in West African Studies.
Bob is a Millom Town Councillor and deputy mayor of Millom, having formerly been a Copeland Borough Councillor. Bob was born in Birkenhead but has been living in Millom since 2011 and was a regular visitor to the town for some eight years prior to that.
Adam Connolley (Community representative)
Adam has been in public service for 32 years and worked in a range of different prisons.
He started out as a Prison Officer in 1992 and was posted from his home in Lancashire to a prison in London. Some years later he returned to the Northwest and was fortunate enough to gain promotion through the ranks whilst working at a variety of different prisons across Lancashire, Manchester and Cheshire.
He moved to Cumbria in June 2021 and proudly took up post of Governor of HMP Haverigg in July 2021.
Paul Foster (Local Enterprise Partnership representative)
Paul Foster is Head of Programmes at Enterprising Cumbria, the county’s Business Support, Skills and Economic Development unit which reports into both Cumberland Council and Westmorland & Furness Council.
Paul has significant experience in managing business support programmes to boost economic performance and previously worked for Cumbria Local Enterprise Partnership and the Federation of Small Businesses. He has a strong interest in ensuring that local businesses help to drive community development and in ensuring that wealth created in the private sector benefits local people.
