Public Contracts Regulations Act 2015 Regulation 113
Regulation 113 of the Public Contract Regulation Act 2015 (the Regulations) requires all
contracting authorities to pay valid and undisputed invoices within 30 days.
When valid and undisputed invoice payments are not paid within this 30-day period, Late Payment Legislation enables suppliers to claim statutory interest for payments made more than 30 days after receipt of the invoice.
Regulation 113(7) of the Regulations requires contracting authorities to publish on the internet each year the following information showing, for the preceding financial year, how far the contracting authority has actually complied with its obligations under regulation 113 to make payments within 30 days:
- percentage of the total number of valid and undisputed invoices paid within 30 days
- the amount of interest paid to suppliers due to late payment due to a breach of the requirement in regulation 113
- the total amount of interest (statutory or otherwise) that the authority was liable to pay, i.e. whether or not paid, whether, due to a breach of the Regulations.

Public Contracts Regulations Act 2015
Pay Policy Statement
The Pay Policy Statement sets out the council’s approach to pay policy in accordance with the requirements of Section 38 of the Localism Act 2011.
The purpose of the statement is to provide transparency with regard to the council’s approach to setting the pay of its employees by identifying:
- the methods by which salaries of all employees are determined
- the detail and level of remuneration of its most senior staff, for example - ‘chief officers’, as defined by the relevant legislation
The Chief Officer’s Employment Panel and the Chief Executive (as the head of paid service) are responsible for ensuring the provisions set out in this statement are applied consistently throughout the council and recommending any amendments to the council.
