Award-Winning Regeneration: Devonshire Street, Carlisle Recognised by CIHT

Cumberland Council is proud to announce that the Devonshire Street Regeneration in Carlisle has been named Small Project of the Year by the Chartered Institution of Highways and Transportation (CIHT) North East & Cumbria region.

Funded by the UK Government’s Future High Streets Fund and United Utilities’ Green Recovery Fund, the £2.29 million transformation has reimagined one of Carlisle’s key city centre streets, enhancing pedestrian experience, boosting business accessibility, and embedding climate-resilient infrastructure.

The project stood out for its innovative use of green technology, including rain gardens and soil cell systems to support urban tree health and manage rainwater sustainably. Widened pavements, new seating, cycle racks, and improved lighting have created a more welcoming and vibrant public space.

Leader of Cumberland Council, Cllr Mark Fryer, said:


"This award is a fantastic recognition of what can be achieved when we put people, place, and purpose at the heart of regeneration. Devonshire Street’s transformation was not just about infrastructure, it was about creating a space that brings our community together, supports local businesses, and sets a new standard for sustainable urban renewal across Cumberland.

"Behind the scenes, this success was driven by a wide range of dedicated staff, from the councils regen and capital team, highways staff, cleaning teams and engineers to communications and community engagement specialists. Their commitment to innovation, resilience, and inclusive design ensured that every detail, from overnight works to rain garden installations, was carefully considered to minimise disruption and maximise long-term benefit."

Throughout the project, Cumberland Council maintained a strong communication strategy, engaging with residents and businesses via meetings, newsletters, signage, and social media. Despite temporary challenges during construction, the council remained committed to transparency and collaboration, culminating in a celebratory launch event in August 2024 that brought the community together with music and civic pride.

The Devonshire Street Regeneration is now being used as a blueprint for similar streetscape improvements across Carlisle and the wider Cumberland area, demonstrating how small-scale projects can deliver big impact, lasting value, and transferable lessons for future urban renewal.
