Galliford Try Infrastructure, on behalf of Cumberland Council and the Carlisle Southern Link Road (CSLR) project, will commence construction works at Newby West Roundabout from April to August 2025. These works are essential for the development of a new, larger roundabout designed to improve traffic capacity and connectivity.
From the 22 April 2025 Peter Lane will close at the Newby West roundabout end. No through route is provided, access is maintained for residents via Dalston Road.
From the 28 April 2025 the A595 North from Newby West Roundabout into Carlisle will be closed to all traffic. No through route is provided.

The traffic management plan for these works includes the following key measures:
Traffic diversions:
All traffic from the A595 South and West Cumbria will be directed onto the A689 via the newly constructed southwest quadrant of the new Newby West Roundabout.
All Traffic from Carlisle on the A595 heading out of Carlisle will be diverted towards the A689 and then onto the A595 via the newly southwest quadrant of the new Newby West Roundabout.
This approach will enable the completion of the remaining three quadrants of the new Newby West Roundabout to be completed within a single block closure of around 16-weeks, reducing prolonged disruptions.
Why this work is necessary:
The new Newby West Roundabout will be significantly larger than the existing one to accommodate future traffic demands. Due to the scale of work required which includes changing the level (height) of the new roundabout, to ensure it drains effectively, temporary road closures and other traffic management measures are unavoidable. The project team have carefully planned the construction phases to minimise the disruption wherever possible and undertaken as much advanced works as possible. The programme is as short as possible but if all goes well it is achievable.
Additional Traffic Management measures:
- Closure of Peter Lane - From 22 April until the end of August.
- Closure of A595 (Wigton Road) North of Newby West Roundabout - From 28 April 2025 until end of August.
- On completion the new Newby West Roundabout will open and access onto the A595 (Wigton Road) will return to normal.
Diversion routes:
- HGVs will be rerouted north to M6 Junction 44 and into Carlisle via A7 Scotland Road.
- Non-HGVs will have access through Newtown Road, Orton Road, and Burgh Road.
Total closures (overnight only):
During the final two weeks of the closure, we will need to close the route completely. It is not possible to maintain access through so we will do the work that requires a total closure during a series of nighttime closures. Unfortunately, the only suitable route for HGVs to take is via Keswick, non-HGVs however will be able to travel via Dalston. Once these dates can be confirmed further notice will be given.
Keeping you informed:
We recognise the impact of these works on residents and commuters, and we are committed to keeping the community informed throughout the project. We are also closely coordinating with other ongoing city centre works to minimise disruptions.
Bi-weekly updates will be posted on to the dedicated Carlisle Southern Link Road Facebook page.
