Cumberland Council to complete essential improvements on Blackwell Road, Carlisle

Cumberland Council will begin footway and drainage improvement works on Blackwell Road, Carlisle starting Monday 24 November 2025, for approximately eight working days, subject to weather and site conditions.

The works are essential to maintain the safety and quality of the local highway network. To ensure the safety of both the workforce and the public, the project will involve three-way traffic lights and phased road closures on adjacent roads. A signed diversion route will be in place throughout the works.

Schedule of works:

  • Phase 1: Monday 24 – Wednesday 26 November – Road closure on Jubilee Road from 8.00am to 4.00pm with three-way lights on Blackwell Road and Ridley Road.
  • Phase 2: Thursday 27 November - Wednesday 3 December – Road closure on Ridley Road from 8.00am to 4.00pm with three-way lights on Blackwell Road and Jubilee Road. A footway diversion will also be in operation during this phase.

Please note: During this phase, the Stagecoach #67 bus route will be affected when Ridley Road is closed, and the alternative bus stop will be Millholme Avenue. Please check Stagecoach online for the latest timetable information.

Access for emergency services, pedestrians, and cyclists will be maintained at all times. Waste collections will continue as normal.
