When making significant changes and prescribed alterations to local schools, the council must follow a statutory consultation process.
School Organisation is responsible for ensuring that there are sufficient and appropriate school places available to create a school system that is sustainable into the future. To achieve this we use a number of data sources to improve our understanding of the provision required and how it will develop over time.

As part of Cumberland Council’s plans to increase local provision for children with Special Education Needs and Disabilities (SEND) it is intended to add Resourced Provision (RP) to Kingmoor Nursery and Infant School Carlisle, St Patrick's RC Primary School Cleator Moor and St James' RC Primary School Millom.
To meet the demand for school places, we may need to build new schools or make changes to existing schools.
Whenever a local authority or other proposer such as a governing body or the church wishes to make a change to the current organisation of schools, it requires the publication of a statutory proposal to bring such a change about.

The Education and Inspections Act 2006 changed completely the way decisions on such statutory proposals are made. From 25 May 2007, most decisions on statutory proposals are made by the local authority responsible for Children's Services which in the case for Cumberland, it's Cumberland Council.

Since the closure of the Armathwaite Nursery Group the governors had been providing a 'governor-led' childcare provision. The governors sought to formalise the establishment of a maintained nursery by changing the age range of the school from 4 to 11 to 3 to 11. The consultation provided an opportunity for those with an interest to share their views.
Consultation by the county council on the proposed change of age range to St Bees Village Primary School from 4 to 11 years to a new range of 2 to 11 years.
The consultation was about the future of St Joseph's Catholic Primary School, Mountain View, Cockermouth, Cumbria CA13 0DG.
The school's governing body, the Diocese of Lancaster and Cumbria County Council had been working very hard to keep the school thriving and successful, but in recent times the number of pupils at the school had fallen to an historically low level, which in turn led to budget and staffing difficulties and had an effect on the offering that the school was able to make.
The Governing Body recently held a consultation on the possible expansion of Mayfield School. The details of that consultation and a summary of responses are shown below. The final decision on whether or not to enlarge Mayfield School was made by the Cabinet of Cumbria County Council within two months of the representation period following the publication of the statutory notices also shown below. This happened in 2020.
The Governing Body of Scotby CoE School have consulted on reducing the Published Admission Number (PAN) from 38 to 30 from September 2021. All responses from the consultation have been considered and the Governing Body have made the decision to alter the PAN.
This consultation was about the potential expansion of Thursby Primary School by providing an additional classroom.
