Community Right to Bid

What the Community Right to Bid is, who can make a nomination, view the Community Asset Register.

Community Right to Bid nominations

Only eligible groups with a local connection to the asset can nominate. These include:

  • parish or town councils
  • unincorporated groups with at least 21 members registered to vote
  • neighbourhood forums (under section 61F of the Town and Country Planning Act 1990)
  • charities
  • community interest companies
  • companies limited by guarantee
  • industrial and provident societies

We cannot accept nominations from other types of organisations.

How to nominate

To nominate an asset, complete the nomination form. The form asks for:

  • details about your organisation
  • information about the asset
  • reasons why the asset is valuable to the community

We will assess your nomination using the legal criteria for assets of community value.

What happens next

We aim to assess nominations within 8 weeks. We’ll let you know the outcome.

If your nomination is successful:

  • the asset will be added to our list of assets of community value
  • it will stay on the list for 5 years
  • it will be added to the local land charges register
  • we’ll notify you and the asset owner

If your nomination is unsuccessful:

  • we’ll explain why
  • the asset will be added to our list of unsuccessful nominations for 5 years

Appeals

If we decide to list an asset and the owner disagrees, they can request a review and appeal to an independent body. We’ll provide details in writing.

Community groups cannot appeal if their nomination is unsuccessful.
