If you work with someone who may be homeless or at risk of becoming homeless, you can refer them to the council for support.
Public authorities have a legal duty to refer people who may be homeless or at risk of homelessness.
Who should make a referral
You should make a referral if you are working with someone who:
- is homeless
- may lose their home within the next 56 days
- is having problems with their housing situation
This includes staff in services such as:
- healthcare services
- prisons and probation services
- social care services
- Jobcentre Plus
You can also refer someone even if you do not work for a public authority.
Duty to refer
Public authorities must:
- notify us if someone is homeless or at risk
- refer cases as early as possible
- share relevant information where appropriate
Referrals should usually be made with the person's consent.
